The necessity of appropriate assessment, monitoring and auditing to detect strengths and weaknesses of each system is not a hidden matter. Occupational safety and health management systems in various industries and organizations are not exempt from this provision. These systems which are established to prevent accidents and protect the organization's resources should be evaluated and monitored periodically in order to discover their weaknesses and take corrective measures to eliminate them. The complexity and extent of these systems have led the professionals to preparation of tools for monitoring and evaluation of them. . Today, many of these tools have been developed and introduced and some of them have become as standard method and are used in different countries.
The present book "Establishment and auditing occupational safety and health systems" which is a collection of some tools for assessment and auditing of occupational safety and health management systems in various industries and organizations and how to use these tools, confirms the need to provide for practitioners and activists of occupational safety and health management systems in various industries and organizations, when there are not enough and good resources in Persian language. It also will play a role of good source for familiarizing students of related fields.
The present book is an attempt to include tools for all aspect of occupational safety and health management systems. In line with this goal, the book is arranged in 5 chapters and two appendixes. Fundamentals of occupational safety and health management system establishment and the requirements and deployment guide for that, is described according to OHSAS 18001, 18002, in chapter one. In the second chapter the need for performance evaluation and auditing occupational safety and health management system and its contributing factors is presented. In chapters three, four and five, three of the most important and appropriate tools have introduced. Occupational safety and health management system audit tool in accordance with Australian Standard AS1408 which is a semi-quantitative method is provided in chapter three. It has 5 sections, 21 elements, and 117 criteria and has developed for small and medium enterprises and industries.
In the fourth chapter the occupational safety and health Program assessment tool (PEP) which is presented by OSHA, is described. It is a very brief tool and can be used in small industries. Chapter five introduces a very comprehensive tool entitled "OHSMS Universal Assessment Instrument". This instrument has 5 sections, 16 elements, 27 components, and 486 criteria. Researchers have prepared this tool by peer review of 13 management systems such as BS 8800, OSHA VPP, ISO 14001, and AIHA OHSMS and this shows the relatively good and comprehensiveness of this instrument.
In order to obtain a comprehensive picture of the state of OHSMS in the organization or company, it is better to combine the audit output with some other Indicators. Thus the indicators called the occurrence rate and severity of occupational accidents and diseases, which has long been used for performance evaluation of OHSMS, in accordance with US OSHA, have presented in complete form in appendix one.
Since all auditing tools assess the safety and health systems from auditor's perspective and views of the organization's staff that are directly evolved with safety and health system have received little attention, the safety climate assessment tool has been introduced in appendix 2. The reason for giving the safety climate assessment tool is the findings of past studies that safety climate is highly influenced by the performance of OHSMS. This tool examines the governing safety climate of organization or industry in 17 dimensions of which 9 dimensions are directly affected by staff's view. Simultaneous use of audit procedures, accident indices, and safety climate tool would provide a precise assessment of OHSMS from auditor's perspective and views of the organization's staff. This book is expected to be beneficial in improving occupational safety and health systems in organizations and industries and also be effective in promoting safety and health of work force in our country.
